You cannot change what you tolerate as a pastor and a leader. If a shepherd is misbehaving, confront it immediately privately. If a shepherd is missing meetings, confront it immediately. If they need to be sacked, go ahead and do it.
A little leaven leaveneth the whole lump. If your leaders do not show up for prayer meetings, confront it.
People read the life of your leaders more than what they say so something which is not accepted can easily be accepted because they may have seen their leader do it. If you want it to change, do not tolerate it so that everyone is on the same page.
Dear brothers and sisters, if another believer is overcome by some sin, you who are godly should gently and humbly help that person back onto the right path. And be careful not to fall into the same temptation yourself.
